Of course, in every family that allows themselves to start a child or take it under his care from the orphanage, there must be a certain regime, order, discipline and good trust relationships between all members of such a family. But the people who have become parents are not always and not everywhere behave adequately towards children. In other words, the responsibility of parents for the upbringing of children is raised under the big question: can there be some people to educate and be near their children?

Basic principles of parental responsibility
The child before reaching 18 years old according to the laws of the Russian Federation is obliged to be under the control of its parents. Even in the Constitution it is indicated that all questions about education and care for children belong to their parents - and this is not only their right, but also the duty. Such an approval of all-friendly education implies all kinds of assistance to a child and a care:
- in physical plane and material needs;
- in educational process, learning, development;
- in psycho-emotional plan: to establish as a person with the help of parents.
Protect the rights of your child, give him everything you need for normal maturation and full life (food, development, training, upbringing, care) do not just need, but his parents are obliged. It is spelled out in the Family Code, and more specifically in Articles 63-65. Always for the health, life and mental state of children respond to parents, despite the fact that sometimes they can give their children to raise outsiders or close relatives. Anyway to answer for the slightest damage delivered to the child, there will be a mother and father.
What is parental responsibility?
The responsibility of parents for the upbringing of children is divided into several varieties depending on the cause of damage to the child:
- the non-fulfillment of parental duties is an intentional refusal to take care of the child (there is a lot of examples when a woman throws the fate of a newborn, without informing anyone about his criminal decision, or forgets the child on the street, among the neighbors, familiar);
- inappropriate performance of their duties, as a parent (inaction, illegal actions towards a child). In this case, the parent does not abandon completely from his children, but does not give them the best and attention, violates the rights of the child, can cause moral and physical damage to their children or the ward.
In connection with these two types of violations of the Parent Liability Act for the upbringing of children, the existing legislation of the country distinguishes such types of responsibility:
- Criminal legal (which is described in detail in Article 156 of the Criminal Code of the Russian Federation).
- Administrative and legal (CACAP, Article 5.35).
- Civil law.
- Responsibility for the Family Code.
If a child who has not reached 16-18 years old, made an antisocial act or at all criminal, then they are attracted to justice for the parents or his guardians, officially executed as a mother / father in confirmation documents. If the situation is non-serious, such parents can cost the payment of the fine, however there are cases of much more dangerous and sit in prison will be someone from the parents, or a teenager threatens a colony. Such violations committed by minors consider the commission at the venue for the residence of the young criminal.
If the violation is manifested by the parents, then there comes the responsibility of the parents for the upbringing of children in the direction of criminal or administrative responsibility. Therefore, special authorities for the protection of children's rights (social supervision services) can be submitted to such parents and deprive their parental rights by providing them with guilt in the non-fulfillment of their duties. Report offenses in relation to children in the police or social control service for minor children owes every citizen who noticed abuse over the child or he knows such information.
